US lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to end the standoff appeared to diminish as GOP senators floated a plan toxic to Democrats: eliminating the ACA, known as Obamacare.
Deepening Impact of Government Shutdown
The impact on US citizens from the longest shutdown of the US government in history worsened on Saturday, as government employees went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for forty-two million Americans.
President's Proposal from Florida Resort
As weekend meeting got under way, GOP senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Endorsement
Several Republican senators praised the plan, which is similar to a alternative for Obamacare put forward in 2017.
"We will replace this failing program with something that is truly better for the patient," one senator stated.
Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Opposition Reaction
Democratic lawmakers expressed alarmed responses to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator stated. "It's the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the censure of carriers by writing: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Really? Then I welcome your support for universal healthcare."
Ongoing Talks
The Senate adjourned without reaching a resolution, but Senate Republican leaders have indicated an openness to an developing plan from a handful of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare payments.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an proposal to restart the government and extend the payments for a year.
Another leading Democratic lawmaker continued in arguing that Republicans should accept a 12-month continuation of the subsidies before negotiating the future of the subsidies.
"Doing nothing is derelict because citizens will go into debt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."
Political Situation
Not one of the Republican senators seemed to address the fact that consumers would still need to buy coverage from the same carriers, or that Republican legislators need the backing of eight Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Some analysts indicated that the core of such a proposal would eliminate the ACA's requirement that carriers cover individuals with existing health issues.
After his resort visit, Trump returned to his private club and doubled down on his demand that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the plan that was unsuccessful to garner enough support in 2017.
